Hanoi ward police addresses for temporary residence registration

If you live in Hanoi as a foreigner, your stay has to be declared to the police of the ward where you sleep. Since the 2025 reorganisation, Hanoi has 51 wards (phường), each with its own ward police office. This guide lists all 51 addresses and explains who files the declaration, which form is used and what you get back.

The short answer

  • Who declares: your accommodation owner or landlord (or an authorised person), not you. Hotels do it automatically.
  • To whom: the ward-level police office for the ward where the accommodation is.
  • When: online, immediately on arrival; on paper, within 12 hours (24 hours in remote areas).
  • What you can get: a paper declaration (Form NA17) certified by the ward police, returned to the person who submitted it.

The rules come from Circular 87/2026/TT-BCA, which takes effect on 24 July 2026 and replaces Circular 53/2016/TT-BCA.

This list reflects the Hanoi City Police announcement of July 2025. Some wards temporarily received residents at a different site while their headquarters were being prepared, and offices can move. Three wards (Yên Nghĩa, Phú Lương, Kiến Hưng) are listed without a street number. Call the Hanoi City Police on 069 219 4183 or check congan.hanoi.gov.vn before you travel across the city.

How do I know which ward I live in?

The ward is decided by the address of your accommodation. Wards were merged on 1 July 2025 and the former district level no longer exists, so an old ward or district name on a tenancy contract may not match. Look up your street on a map to see the current ward name, then find it in the table above. If you are unsure, ask your landlord or building management which ward police office they file with.

How temporary residence registration works for foreigners

  1. You arrive at the accommodation. Give your host your passport and your visa, e-visa or temporary residence card (TRC).
  2. The host declares your stay. Online declarations go through the Ministry of Public Security's declaration system and must be made immediately on arrival. Required details include your full name, sex, date of birth, nationality, passport number, the validity of your visa or residence document and your expected length of stay.
  3. Or the host files a paper form. The host submits Form NA17 to the ward police within 12 hours of your arrival (24 hours in remote areas). The office checks the form and may ask for missing details on the spot.
  4. The ward police certify the form. The office stamps a copy and returns it to the person who submitted it. Ask your host to give you a copy.

If you change address, the new accommodation must declare your stay again.

When do you need a certified temporary residence form?

Immigration offices, employers and some agencies ask for proof of where you live, for example when applying for a temporary residence card, a work permit or a visa extension. What happens if a stay is not declared?

Penalties for failing to declare a foreign guest fall mainly on the accommodation provider. For you, an undeclared address can still cause delays when you extend a visa, apply for a TRC or deal with the police. Use only accommodation that declares your stay, and do not stay overnight at an address your host has not reported. If you stay a night with friends or family, they may also need to notify the police.

Frequently asked questions

Do I have to go to the ward police myself to register my temporary residence?
Usually not. Under Circular 87/2026/TT-BCA the person who must declare a foreigner's stay is the accommodation owner, its legal representative or an authorised person, normally online and immediately after you arrive. Hotels do this for you. If you rent an apartment or house, your landlord or property manager should file it; you provide your passport and visa or residence-card details. You only go to the ward police if you need a paper form certified.
What is Form NA17?
NA17 is the paper temporary residence declaration form (Circular 04/2015/TT-BCA) that the host fills in and submits to the commune-level (ward) police. Under Circular 87/2026 the office checks the form, certifies a copy and returns it to the person who submitted it. That certified copy is what people usually mean by a temporary residence confirmation.
How long do I have to declare after I move in?
Online declarations are to be made immediately when the foreigner arrives at the accommodation. For paper declarations the circular sets 12 hours after arrival, or 24 hours in remote and isolated areas. In practice, ask your host to file on the day you arrive.
